MANILA, Philippines — Former OWWA Administrator Arnell Ignacio could face charges over an alleged unauthorized P1.4-billion land deal. The property was meant for a halfway house for overseas Filipino workers (OFWs).
Malacañang press officer Claire Castro confirmed that a complaint against Ignacio reached the Office of the President. She said the Deputy Executive Secretary for Legal Affairs (Desla) asked Ignacio to explain the transaction. This led to his immediate removal from office.
Ignacio has not yet responded to requests for comment.
Cacdac: No Resignation, Only Removal
Migrant Workers Secretary Hans Cacdac clarified that Ignacio did not resign. Instead, the administration removed him due to a loss of trust and confidence.
The P1.4-billion deal, according to Cacdac, did not get approval from the OWWA Board of Trustees. He also believed that the proposed OFW accommodation center was unnecessary.
President Marcos has already been informed about the issue. Cacdac said legal charges may follow depending on the results of the investigation.
Arnell Ignacio – Patricia Caunan as OWWA Chief
Undersecretary Patricia Caunan is now the new OWWA Administrator. She is a seasoned lawyer with expertise in labor, civil, administrative, and criminal law.

Caunan also has strong international experience. She helped finalize 15 bilateral labor agreements with countries like Canada, Austria, Saudi Arabia, Croatia, Slovenia, and Kuwait. These agreements aim to protect Filipino migrant workers abroad. NOWTREND
Ongoing Investigation
Sources within the Department of Migrant Workers said that a special panel may soon be formed to further investigate the land deal. Lawmakers have also begun calling for a legislative review of OWWA’s procurement policies to prevent future abuse.
The case could set a precedent for stricter oversight of government agencies handling OFW funds.
