MANILA, Philippines — President Ferdinand Marcos Jr. has appointed Police Major General Nicolas Torre III as the new chief of the Philippine National Police (PNP).
Executive Secretary Lucas Bersamin announced the appointment during a Palace press briefing on Thursday. The formal turnover of command will take place on June 2, 2025. Torre replaces General Rommel Marbil, who will retire on June 7.
New PNP Chief Torre’s Record of High-Profile Operations
Torre previously served as the Director of the PNP Criminal Investigation and Detection Group (CIDG). He led high-profile operations, including the arrests of Apollo Quiboloy, accused of sex crimes, and former President Rodrigo Duterte. These cases drew national and international attention.
When asked if Torre’s involvement in these arrests influenced his appointment, Bersamin said performance always matters to the President:
“The President demands results. If you’re given a task, you must perform,” he said in a mix of Filipino and English.
Bersamin added that while Torre’s track record might have helped, other qualities likely played a role:
“There are traits Torre has that may have set him apart from others. The decision was the President’s alone. His discretion is absolute.”
A Seamless Transition Ahead
Bersamin assured the public of a smooth leadership transition within the PNP. He emphasized that the changes reflect the administration’s push for faster and more effective governance—not a political purge.
“This isn’t a purge,” Bersamin clarified. “It’s part of the President’s commitment to a government that works fast and delivers.”
The leadership reshuffle also affects other key positions.

Other Top Officials Appointed
- Shirley Agrupis is now the Chair of the Commission on Higher Education (CHED), replacing Prospero de Vera III.
- Darlene Berberabe is the new Solicitor General, taking over from Menardo Guevarra.
