Habagat Alert: DILG Urges LGUs to Boost Disaster Preparedness

With the official onset of the Southwest Monsoon (Habagat), the Department of the Interior and Local Government (DILG) is urging local government units (LGUs) to take immediate steps to prepare for weather-related emergencies.
In a memorandum issued Tuesday, DILG called on LGUs to follow Operation L!sto protocols—a proactive guide for handling floods, landslides, and storm surges. These actions aim to protect lives, property, and local economies.
Habagat Alert Emergency Systems Must Be Ready
DILG reminded LGUs to keep Emergency Operations Centers running. These centers must have enough staff, equipment, and supplies. LGUs should also activate their Local Incident Management Teams, trained under the Incident Command System (ICS) for fast and organized response.
Habagat Alert Prepare Safe Evacuation Centers
These centers should have clean water, toilets, medical support, and separate spaces for children, pregnant people, and older individuals. Regular inspections and upgrades are necessary to meet safety and capacity standards.
Update Plans Based on Local Risk
Local governments must review and improve their contingency plans using updated, location-specific data. These plans should address high-risk areas like flood zones, landslide sites, and coastal regions. DILG also encouraged LGUs to hold evacuation drills and community-based exercises to test their emergency procedures.
Enforce Safety Rules and Keep Services Running
The DILG stressed the importance of enforcing no-build zones in dangerous areas. LGUs must also keep emergency services and supply chains running even during heavy rainfall or flooding.
