How the Philippine Drug War Led to His ICC Warrant
3 min read
Authorities arrested former Philippine President Rodrigo Duterte in Manila on Tuesday in connection with his role in the Philippine drug war. The International Criminal Court (ICC) issued a warrant linking him to crimes committed during the controversial Philippine drug war, which left thousands of Filipinos dead. His arrest marks a historic moment in international justice and reignites the debate over human rights violations during his presidency.
Duterte’s Campaign Promise: A Bloody Crackdown in the Philippine Drug War
Before becoming president, Duterte built a reputation as “The Punisher” while serving as mayor of Davao City. Known for his aggressive stance on crime, he frequently used strong rhetoric, vowing to eliminate drug pushers and criminals. His campaign speeches often carried violent undertones:
“Forget the laws on human rights. If I make it to the presidential palace, I will do just what I did as mayor. You drug pushers, hold-up men, and do-nothings, you better go out. Because I’d kill you.”
He also told Reuters reporters:
“I say let’s kill five criminals every week, so they will be eliminated.”
His tough-on-crime approach resonated with millions of Filipinos, leading to his landslide victory in 2016.

The Philippines Drug War: A Deadly Reality
Immediately after taking office on June 30, 2016, Duterte launched an aggressive nationwide anti-drug campaign, instructing police forces to pursue suspected drug dealers and users. Within six months, over 2,000 people died in police operations. Officials labeled most of these deaths as shootouts, but human rights groups and international watchdogs questioned these claims.

Despite the rising death toll, Duterte remained highly popular. A 2016 Social Weather Stations survey showed 77% of Filipinos approved of his performance, Philippines war drugs made the country safer.
Final Death Toll: The Numbers Tell a Darker Story
By the time Duterte left office in 2022, official police records stated that 6,248 suspects had died in Philippines drug war operations. However, human rights organizations claim the real number was closer to 30,000, with many victims being poor Filipinos living in urban slums.
A Pulitzer Prize-winning Reuters investigation uncovered evidence of extrajudicial killings. Official reports contradicted actual causes of death. In multiple cases, exhumed bodies showed gunshot wounds, while death certificates listed natural causes like pneumonia.
The ICC Investigation and Duterte’s Arrest
In February 2018, the International Criminal Court (ICC) announced a preliminary investigation into Duterte’s drug war. A month later, Duterte withdrew the Philippines from the ICC, which took effect in March 2019. However, under ICC rules, withdrawal does not erase accountability for crimes committed while the country was a member.

The investigation paused in 2021 when Duterte’s administration claimed the Philippine judicial system could investigate the alleged abuses. However, in 2023, the ICC reactivated the investigation, citing dissatisfaction with the country’s handling of cases.
The current administration under President Ferdinand Marcos Jr. initially refused to cooperate with the ICC but later reversed its stance in late 2024, stating it would comply with any arrest warrant. By early 2025, the Philippine Justice Department confirmed that it was open to cooperating with international authorities.
What’s Next for Duterte?

Duterte’s arrest is a landmark moment for international justice. If convicted, he could face life imprisonment for crimes against humanity. His case also sends a strong message to world leaders who use violence and intimidation to enforce policies.
While some supporters continue to defend his legacy, arguing the Philippine drug war helped reduce crime rates, others see his arrest as a long-overdue reckoning for the thousands of lives lost.
As the case unfolds, the world watches to see whether Duterte will finally be held accountable for his role in one of the deadliest anti-drug campaigns in modern history.
