Law Enforcement Shake-Up: Marcos Orders Torre to Clean Ranks

President Ferdinand “Bongbong” Marcos Jr. has called on newly appointed Philippine National Police (PNP) Chief Police General Nicolas Torre III to ensure a clean, honest, and responsive police force.

Speaking at the PNP change of command ceremony, Marcos emphasized the urgent need to restore integrity and trust in the police. Torre officially replaced outgoing PNP Chief Police General Rommel Francisco Marbil.

“I challenge you to keep the police ranks clean and honorable. Speed up the investigation of officers who violate the law. The people deserve swift justice,” Marcos said.

He also urged Torre to strengthen police visibility.

“Boost police presence in the streets. If people need help, police officers must respond immediately,” he added.

Law Enforcement – Tackle Crime with Clarity and Conviction

Marcos noted that Torre’s leadership comes at a critical time. The country faces growing threats such as cybercrime, transnational criminal groups, extremism, and corruption within law enforcement. He challenged Torre to lead with clarity, courage, and strong conviction.

The President stressed the importance of police-community engagement. He encouraged law enforcers to work closely with citizens and local leaders to ensure peace and order.

Law Enforcement Continue the War on Drugs—Legally

Marcos also reminded the PNP to continue its anti-drug campaign—but within legal bounds.

“With PDEA’s support, continue the crackdown on illegal drugs. Arrest drug dealers and drug lords. Stay vigilant even with small-time pushers,” Marcos said.

He emphasized that all offenders must face charges and go through proper legal channels.

Don’t Abuse Authority

Marcos warned police officers against using their positions for personal gain.

“Do not use your privilege for personal benefit. Instead, be agents of justice, peace, and progress,” he said.

He closed his speech with a message about integrity:

“Let your badge remind you daily—lead not with power, but with service.”

Torre’s Record: High-Profile Arrests

General Torre is the first Philippine National Police Academy (PNPA) graduate to become PNP chief. His record includes leading the arrest of former President Rodrigo Duterte on March 11, 2025. Duterte was handed over to the International Criminal Court (ICC) in The Hague for alleged crimes against humanity.

Torre also led the capture of Apollo Quiboloy, founder of the Kingdom of Jesus Christ, on September 8, 2024. Quiboloy was arrested in Davao City on charges of human trafficking and sexual exploitation of minors.

Torre previously served as the chief of the Criminal Investigation and Detection Group (CIDG) and as regional director of Police Regional Office 11 (PRO-11). NOWTREND
