Senators Elizabeth Warren (D-MA) and Ron Wyden (D-OR) have issued a stern warning to Frank Bisignano, President Donald Trump’s nominee for SSA Commissioner, emphasizing that he will be directly accountable for any operational failures stemming from these cuts.

“As President Trump’s nominee for SSA Commissioner, you will be responsible if the Trump Administration’s attacks on the program result in failures or delays in getting Americans their Social Security checks—essentially a backdoor cut to benefits,” Warren and Wyden wrote in a March 11 letter to Bisignano, shared exclusively with CNBC.

With over 72 million beneficiaries, the SSA plays a critical role in ensuring timely benefit payments. The workforce reduction—amounting to over 10% of SSA staff—could lead to:

However, Warren and Wyden argue that reducing SSA’s workforce could effectively undermine the program by making it harder for Americans to access their earned benefits.

In response to concerns, an SSA spokesperson told CNBC that their goal is to improve services while reducing costs.

“We are identifying efficiencies and reducing costs, with a renewed focus on mission-critical work for the American people. These steps prioritize customer service by streamlining redundant layers of management and reallocating resources to frontline operations,” the spokesperson said.

Yet, critics remain skeptical, questioning whether reduced staffing levels will truly enhance efficiency or instead make accessing benefits more difficult for millions of retirees, disabled individuals, and low-income families.
